Construction and Demolition

Construction and demolition (C&D) debris can be a significant portion of a jurisdiction’s waste stream and diverting it from landfills can help Member Agencies achieve and maintain their diversion goals. Much of the materials generated from C&D projects can be recycled. State and local law requires management of C&D debris including meeting a diversion rate requirement.

Green Building Diversion & Compliance

  • Through California’s Green Building Standards Code (CALGreen), the cities of Campbell, Monte Sereno, Saratoga; and Town of Los Gatos require applicable projects to divert 100% of all land-clearing debris and 65% of all other C&D debris from landfill disposal. C&D diversion reports and weight tickets must be submitted for all C&D projects to monitor a project’s compliance with these requirements.
  • What are C&D debris materials?
    • C&D debris is defined as discarded building materials, packaging, debris, and rubble resulting from construction, alteration, remodeling, repair or demolition operations of any pavements, excavation projects, houses, commercial buildings, or other structures. C&D debris includes rocks, soils, tree remains, and other yard trimmings that result from land clearing or land development operations in preparation for construction.
  • What projects fall under the CALGreen diversion requirements?
    • Residential and commercial projects that are required to follow the CALGreen diversion requirements include:
      • All new construction projects
      • All demolition projects
      • All additions and alterations.
  • Applicable projects must:
    • Submit a C&D debris Waste Management Plan
    • Record C&D debris weight tickets from materials generated on projects, such as:
      • Mixed C&D debris sorting facilities (See approved list of facilities)
      • Source separated C&D debris
      • Salvage and reuse

Provided Services

Effective March 1, 2024, no person, company, or third-party service shall provide the collection of C&D debris within the Authority service area unless they first receive a franchise agreement to engage in such activity.

C&D debris collection contractors wishing to enter into an agreement with the Authority must do so by applying during the open enrollment period (February 1st – March 31st annually). The required forms are accessible here.

C&D materials collected by an approved collection contractor shall be delivered to any of the approved mixed processing facilities. Facilities not approved on this list are not permitted to receive materials collected within the West Valley service area.

C&D mixed processing facilities wishing to be an approved facility to accept delivered C&D materials shall enter into an agreement with the Authority by following the instructions on the required application.
